He is actually the Bodhisattva Lingji, a powerful figure whose head was stolen by the Yellow Wind Sage. Lingji explains that the Sage took his head to gain power. Once he gets his head back, he thanks the Destined One for defeating the Sage and gives him new power. The chapter ends with the Destined One moving on to a new area.
