Once inside, you'll see a painting called "Adrammelech the Undying" with two clocks. Adjust the left clock to 10:20 and the right clock to 11:15. This will make a red gemstone appear from the painting's mouth. Take the gemstone and put it in the swan's mouth at the Swan Boats area. Now, you'll be able to control and speed up the swan boat. Go towards the gap in the fence on the left side and remove the chain from the swan's neck.
