To locate the best Dog's special balls, first accomplish a few activities to unlock the challenge. Tanuki will teach you about quick travel. After your first pet experiment, go see Tanuki at the manhole near the fruit shop where the Mayor naps. This will lead you to the location of the Dog ball. He'll request your assistance in finding his balls.
The first ball is underneath a bucket near him. Hit the bucket until it tips over, revealing the ball. Then, push it into the hole he had dug.
After that, climb the ivy to the greenhouse. Jump to the branch across from you to remove the second ball. Guide it into the hole.
Finally, climb higher with the ivy until you reach the balcony railing. There is a ball hiding in a plant there. Take care to hit it downward into the hole.
Once all three balls have been placed in the hole, speak with the dog to finish the quest and receive a new hat. Then you can continue exploring Little Kitty, Big City.
