Inside Out 2 follows Riley, now 13 years old and getting ready for high school. Inside her mind, her emotions—Joy, Sadness, Fear, Anger, and Disgust—have created a new area called her Sense of Self. This part holds Riley's important memories and feelings.

Before Riley heads off to hockey camp to join her new high school team, there's a sudden "Puberty" alarm in her mind's control center. This causes a lot of confusion as the emotion console gets unexpectedly upgraded.

At camp, Riley learns that her friends will be going to a different school, which makes her feel even more stressed. Meanwhile, four new emotions—Envy, Ennui, Embarrassment, and Anxiety—show up in her mind. Anxiety takes over and starts making Riley worry about negative things happening. This leads to a disagreement with Joy, who wants Riley to have fun and not just focus on hockey.

Anxiety decides that the original emotions aren't needed anymore and traps them. She tries to shape Riley's future using negative memories. The original emotions manage to escape with the help of imaginary characters and a hidden secret. They bring Sadness back and stop Riley from making a big mistake.

Seeing how Anxiety is affecting Riley's friendships, the original emotions find Riley's true self hidden among a pile of bad memories. This causes a bit of chaos but helps them return to their headquarters. They prevent Anxiety from ruining Riley's important hockey game and convince her to relax.

Riley makes up with her friends and continues playing hockey. She also makes a new friend named Val as she starts high school. Both sets of emotions learn to work together to protect Riley's changing personality.
